Título

Qualitative assessment of the mission, vision, and values of the public oncology treatment centers in the state of São Paulo

Introdução

In Brazil, cancer patients within the Public Health System (SUS) are referred to High Complexity Oncology Centers (CACON) or High Complexity Oncology Units (UNACON), which provide comprehensive medical care. The state of São Paulo (SP) has the highest concentration of these facilities (24%), followed by Minas Gerais (10%). Evaluating the Mission, Vision, and Values (MVV) of these institutions is essential to identify their current purpose, future priorities, and behavioral premises.

Objetivo

These aspects are crucial for guiding operations and making the best decisions. To identify the corporate strategy of the 82 CACON and UNACON in SP, through the MVV of these establishments. Verify if User Well-being and Trust in the treatment center are explicitly described as priorities.

Métodos

A descriptive, exploratory, and qualitative approach study that organized data on the MVV of the 82 CACON and UNACON in São Paulo. Data collection took place through consultation of the treatment centers' websites. Microsoft Excel software was used to perform content analysis, where words defining the strategic trends of the healthcare facilities were selected.

Resultados

Two establishments did not have websites, making evaluation impossible. Among the 80 analyzed, 28% did not provide Mission information, 34% did not provide Vision information, and 30% did not provide Values information. Overall, the Mission was related to themes such as Quality (72%), Scientific Development (41%), Humanization (34%), Social Responsibility (19%), and Integrality (16%). The Vision focused on Quality (100%), Scientific Development (43%), People Development (26%), Sustainability (23%), and Innovation (19%). The Values prioritized Ethics (73%), Quality (63%), Respect (46%), Transparency (45%), and Social Responsibility (43%). There is no in-depth discussion of these aspects on the websites of CACON and UNACON. The analysis reflects the pursuit of excellence, scientific development, and humanization in healthcare services, aligning with the principles of equity, equality, and universality of the SUS and the needs of the brazilian population.

Conclusões

Aspects of the MVV CACON and UNACON of SP appear in varied forms. Although the main priorities are related to Quality, Scientific Development, and Ethics, it is not possible to affirm the existence of a pattern for their formulation. Despite of great importance, aspects such as User Well-being and Trust in the treatment center were little addressed. The analysis of the strategic focus is important to understanding the institution's priorities and disseminating its purposes and future plans.
